Details

Description:

INPUTRC is set to /etc/inputrc by /etc/profile, making it impossible to customise per-user with ~/.inputrc -- readline takes its configuration from the file in INPUTRC and ignores ~/.inputrc.
Instead, INPUTRC should be left blank and readline will successively try ~/.inputrc and then fall back to /etc/inputrc.

This has already been removed in 2010.[1] You should probably merge /etc/profile.pacnew into your current one.
