Description:
When $HOME/.wine does not exist winecfg does not create there valid directories.

Directories
$HOME/.wine/drive_c/Program Files
$HOME/.wine/drive_c/Program Files (x86)
$HOME/.wine/drive_c/users
not created and $HOME/.wine/drive_c/windows created but not valid.

wine 1.5.27 create all directories correctly.
