I have the same problem. I'm not sure libout is the proper solution, I think perhaps something didn't get properly packaged (unless upstream moved the way they store stuff.)

Well, proper or not, anyway after last passenger update .../ext/... does not work but .../libout/... does. I too think that .../ext/... is more appropriate.
