catalyst-utils is not compatible with the xorg-server update, so it is either this, or remove it from the repos

This is intentional. AMD's catalyst is not yet compatible with xorg-server 1.14 and we don't want to delay moving this to extra because of some binary driver. Because of the conflicts, upgrades are blocked, users of catalyst-utils either have to put xorg-server on-hold or switch to opensource drivers. The alternatives are a silent upgrade resulting in a broken system due to a driver that doesn't work, so I think the current situation is the best of all options.
