Details
Parsing of the value of the UseDelta option (e.g. "0.7") is
locale-dependent, so if a locale uses the comma as decimal
separator (e.g. en_DK or de_DE), it needs to be "0,7" to
parse correctly. I believe this is poor behavior for system
configuration files, as locale is a user setting.
