Description:

1. Open Cinnamon Settings Manager
2. Try to add a new layout
3. The Manager window closes

Shell output:

It seems an upstream bug, I filled the issue on their github

Version 1.7.1-3 no longer contains this broken panel, because it's incompatible with gnome-settings-daemon 3.6. It should be fixed by upstream, a bug report filled here:
https://github.com/linuxmint/cinnamon-control-center/issues/3

Meanwhile, gnome-control-center can be used to configure the keyboard layout setting.
