Description:
The package "evolution" should have a dependency on "gnome-keyring".
Without installing the package "gnome-keyring", I couldn't retrieve mails on Xfce4.

All I can do here is adding an optdepend to libgnome-keyring to suggest you should install gnome-keyring.

Technically, libgnome-keyring and libsecret utilize a secrets api provided by a keyring daemon like gnome-keyring or KDE's ksecretservice. If you use evolution (or networkmanager,  FS#30883 ) in a non-gnome environment you should be free to choose which secrets storage you will use.
