man: can't open /usr/share/man/man8/iotop.8.gz: Permission denied

According to http://repo.or.cz/w/iotop.git
- manpage got renamed from .1 to .8 (ok, apart from the permission problem)
- binary should be in /usr/sbin (no idea why that didn't get in the package)
- python3 is officially supported (dependencies, setup.py ...)

... also thanks for the slight chuckle after looking at the last PKGBUILD commitdiff, because I tend to use "${srcdir}"/${pkgname}-${pkgver}/ ;-)
