Details

What I did:

1) Draw a line in inkscape.
2) Set an endmarker.
3) Change the color of the line.

What happened:
- The color of the endmarker remains black.

How can this inconsistency impossibly happen?

I don't know what do you mean by "Set an endmarker", you mean doubleclicking to stop drawing?
Also, I consider this to be an upstream bug which should goe to inkscapes bugtracker.

please reply and tell me how "exactly" te reproduce that, otherwise I have to close the bug.

Sorry, things got busy recently. Anyway, if you draw a line and you you want to have one end of the line to have an arrow, you will have to set the end-marker. When you change the color of the line, this arrow remains black.
