Description:System drops into emergency mode if an HDD is missing and is listed in fstab

Additional info:
* package version(s)
* config and/or log files etc.

Steps to reproduce: Add a hard drive to your fstab and either have the HDD be imaginary or don't connect this drive to the system and reboot the system. It will drop into emergency mode. Once you remove the drive from fstab the system will boot fine.
