print-manager only uses s-c-p via its dbus interface (to autodetect printer drivers), which is in the -gnome subpackage. So the s-c-p-common dependency by itself is useless (in fact, now that kdeadmin-s-c-p is gone, it probably isn't necessary to split s-c-p anymore)
