There is an empty file called "numastat" in the tar-archive, so that the makefile doesn't recognize it as a target to be built.

Sounds like an upstream issue then? We can't do much about those here.

If the binary is empty because the source contains a dummy file, then removing that file before building (or probably just running make clean) will fix that. This is a bug in the distributed tarball that's easy to fix, so don't drop it as "upstream issue, we can't do anything".
