Details

Description:
If I use a window with nested scrollbars, only the outermost set of scrollbars will respond to scroll wheel events. E.g. webpages with iframes, preference windows with inner scrolling.

Didn't notice the issue you describe on http://www.w3schools.com/html/html_iframe.asp.

Please provide specific steps or sites to test on.
