Description:
systemd ships services with unnecessary dependencies. personally, i think systemd is spoiled by fedora. -1 for me to switch to systemd, if this problem is not solved.

for example,
1. auditd.service is not installed on the system

2. if you run, you will see that it is called several times:

[march@localhost ~]$ grep auditd -R /usr/lib/systemd/system/
/usr/lib/systemd/system/runlevel5.target.wants/systemd-update-utmp-runlevel.service:After=systemd-remount-fs.service systemd-tmpfiles-setup.service auditd.service
/usr/lib/systemd/system/systemd-update-utmp-shutdown.service:After=systemd-remount-fs.service systemd-tmpfiles-setup.service auditd.service
/usr/lib/systemd/system/shutdown.target.wants/systemd-update-utmp-shutdown.service:After=systemd-remount-fs.service systemd-tmpfiles-setup.service auditd.service
/usr/lib/systemd/system/runlevel1.target.wants/systemd-update-utmp-runlevel.service:After=systemd-remount-fs.service systemd-tmpfiles-setup.service auditd.service
/usr/lib/systemd/system/systemd-update-utmp-runlevel.service:After=systemd-remount-fs.service systemd-tmpfiles-setup.service auditd.service

3. same thing happens for plymouth, display-manager, syslog. this is not KISS at all.
