By all means, in all System Settings -> Details -> Removable Media Audio CD settings the behaviour of GNOME Shell don't correspond to the selected option. For example, if I choose to "Ask what to do" and insert an audio CD on the drive nothing happens. Insertion of other optical media such as a DVD work as expected. I have discovered that this bug extends to *any* optical disks *without* a filesystem, like blank CD's and DVD's.

Hi, I reported this upstream - https://bugzilla.gnome.org/show_bug.cgi?id=680316. As of gnome-shell 3.8.4, audio cd notifications work, but blank optical media don't. A gnome-shell developer said that in Fedora 19 it works.

Well, as for audio CDs, it's fine. Blank CDs and DVDs don't get a pop-up notification when inserted and appear twice on the message tray. See https://bugzilla.gnome.org/show_bug.cgi?id=724914
