I am not sure how exactly optional dependencies work, but when you install git and don't install TK (which is optional dependency, but necesssity for running gitk), gitk command is present, but it shows error "exec: wish: not found", when you try to run it. Steps to reproduce: 1) Install git, don't install tk 2) In git repository, try to run gitk command |

Thats exactly how optional dependencies work. The package is build with support for them but since they dont provide the primary functionality of the package they are left to the users discretion.
