Description:
On system upgrade python2-babel won't replace python-babel with python2-babel

Additional info:
local/python-babel 0.9.6-2
community/python2-babel 0.9.6-3

Steps to reproduce:
pacman -Syu
   pacman.log (46.2 KiB)
   conflicts.log (43.8 KiB)
