There are two problems with the current mcelog package: - /etc/mcelog/mcelog.conf should be in backup array, as it's meant for users to edit. - The new mcelog.service file refers to a file /etc/mcelog/mcelog.setup, but that file does not exist, so the service can't be started at all. I see the "FIXME" comment in the service file, so I'm not sure if it's known to be broken in this fashion, but I suspect that mcelog.setup file isn't supposed to be missing.
