It will be quite good for battery life and overall user experience to defer disks check if machine in question is a laptop and it runs on battery. Some of Linux distros do that already (for example, Fedora), and that's quite convenient. It's not unusual for modern laptops to have ~1TB disk, and fsck may run for a long time.

This is a config knob that you should set for yourself if you want this behavior.

Indeed, it is as simple, as having this option set to true (and even man says it is true by default, though my laptop still checks disks being on battery), but I found it reasonable to have that option enabled and working by default.

If the doc says it should work by default and it doesn't, then you should take it up with upstream.
