Details
Since some systemd(udev) update users do not get access to
/dev/rfkill anymore. Fedora has a newer version of the
61-gnome-bluetooth-rfkill.rules which still work.

It could also be that it has to do with the switch from ConsoleKit
to systemd-logind. Then only gnome-unstable is affected.
