I would suggest to add the wget into dependencies.
I've installed hplip on newly installed ARCH system, and the Plugin installation module didn't worked without wget, which I haven't installed yet.
This task depends upon

I suggest to always use hplip-plugin[#1]. In that way, you have installed the plugin and related files under pacman control.

To be more clear what I've meant, the plugin(driver) was present with this basic package.
The only problem was at the "Plugin installation" window.

The problem was, that without installed wget, first (recommended) option did nothing once clicked next (stayed on the very same screen), and the 2nd one (advanced), though it allowed to choose the driver from the drive, but the button NEXT was grayed - inactive, and didn't allowed to move forward.
Only after installing the wget, the behaviour of both points changed.
