DetailsNetworkManager support was removed in Empathy 3.4. This feature has moved to telepathy-mission-control. So perhaps you want to add the dependecy there to reenable the connectivity monitoring support.

Edit: telepathy-mission-control has already been updated. So it's all about empathy.
