NetworkManager support was removed in Empathy 3.4. This feature has moved to telepathy-mission-control. So perhaps you want to add the dependecy there to reenable the connectivity monitoring support.

I just saw that telepathy-mission-control is also able to monitor upower for suspend and resume.

No, the functionality has been moved to telepathy-mission-control because then it works with every telepathy client. So the networkmanager dependency for empathy is wrong and we should think about adding networkmanager and/or upower support to telepathy-mission-control.

Edit: telepathy-mission-control has already been updated. So it's all about empathy.
