Description:
The systemd package installs systemctl in /usr/bin without making a symlink
to /bin/systemctl

Some packages require systemctl to be found in /bin/

Steps to reproduce:
install systemd

ls -l /bin/system*

only /bin/systemd is a symlink

Already did. I have a pull request waiting for aproval. But this Will land in puppet 3.0, The next version maybe. In the meantime this little symlink will make it work without a problem.
