Description:
With upower 0.9.18-2 hibernating is done with the in-kernel technology instead of using uswsusp. This breaks resume when using uresume hook.
Downgrading to 0.9.17-2 solves this issue. Don't know if this is related to pm-utils or upower, but as pm-utils hasn't change in a while, I think it fits better in here.

Steps to reproduce:
1. install and configure uswsusp-git from AUR
2. echo "SLEEP_MODULE=uswsusp" > /etc/pm/config.d/module
3. Enable uresume hook in /etc/mkinitcpio.conf and rebuild initramfs
4. update to latest upower
5. hibernate. S2disk isn't called, instead just the blinking cursor of the in-kernel technology.
6. boot
7. resume fails and systemd starts the services

With upower 0.9.18 systemd will be used for suspend instead of pm-utils and systemd doesn't seem to support any other backend than the kernel swsusp.
