Looking at pacman -Ql perl-time-hires and pacman -Ql. it looks like a valid bug.

The perl core distribution includes a lot of modules, yet the same modules can be available via CPAN. Sometimes the CPAN versions are newer and in that case it might make sense to use them. Having the package is not bad apart from the fact that pacman doesn't look for providers when asked to install it.

If Giovanni wants to maintain it, I am fine with keeping it in the repos.
