The mirror is incomplete and the upstream mirror is unnamed.

Upstream is kernel.org. What is needed to be complete?

You need to sync all contents of the upstream mirror (https://wiki.archlinux.org/index.php/Mirroring) (eg. there's no lastsync file).

Today I took my time and updated the sync script. We are syncing everything from ftp://ftp5.gwdg.de/pub/linux/archlinux/ every hour. VM has 60GiB storage and 250 Mb/s fair use bandwidth.
