Description:
The dispatcher script points at the wrong service. It tries to use "systemd-timedated-ntp.target" which it not loaded by the ntp package.
This prevents network manager from connecting successfully to any network.

Install networkmanager-dispatcher-ntpd, try to connect to any network.
