Description:

Pulseaudio shows only a dummy sound device in a second session if a flash plug-in is started in the first during login.
If flash is started after login it blocks all the sound in another session.

Additional info:
* package version(s)
lib32-libpulse 2.1-1
libpulse 2.1-1
pulseaudio 2.1-1
pulseaudio-alsa 2-1
flashplugin 11.2.202.238-1

* config and/or log files etc.
A log file of pulse start up joined.

Steps to reproduce:
1. Start a gnome session and open a flash (youtube for example). I think it should be the same with KDE
2. Start a second desktop session (with another user login)
   pulse.log (16.9 KiB)

Ensure your users are NOT in the 'audio' group.

Yes, it was the case. I removed both from 'audio' group and now it works.
It think this hint worth to be put on the wiki page about pulse.
