Description:
Many times when I login into GNOME fallback mode with enabled compositing manager, I see random color rectangles for two seconds. It caused by a debugging variable 'show_redraw', which is uninitialised on startup. Applying the attached patch solves the problem.

Steps to reproduce:
1. Enable compositing manager
$ gsettings set org.gnome.metacity compositing-manager true
2. Log out and log in again into GNOME fallback mode multiple times
