* xmlrpc-c 1:1.31.04-1

Not sure if this is to be considered a bug or not, since it seems to be an upstream change, but the tools aren't included in the default build/install anymore.
If this package shall now only provide the library, it's fine; Since I have it for its xmlrpc tool, that was a problem for me.

I re-build it only adding the xmlrpc tool for me, but to get the same as before (i.e. all tools) in the package - should you want to do that - all it takes is to ran the make & make install commands from within the tools folder as well. (From what I could tell, there doesn't seem to be a configure option.)

Upstream disabled the tools and examples by default, since they weren't essential to the package and most of the build problems that were reported to them were related to this.
Since xmlrpc-c builds fine on Arch, I'll re-enable the tools. Not packaging the examples, for now. Also enabled the c++ support. Updating the package.
