This is pretty much an upstream problem though, isn't it? By does fcron provide that manual?

fcron seems to provide an older version of the same man page. IMHO, fcron should drop this man page, as it use bitstream.h without provide it.

Upstream or not, push a package which broke distro update is not an upstream issue. Fixing it quickly is a good idea.
