Details

The user should be able to pass flags to ntpd using /etc/conf.d/openntpd. Currently it doesn't honor these flags when using systemd.

We tend not to use the /etc/conf.d files with systemd units. If you want to make changes to a unit, copy it into /etc/systemd/system, make your changes, and reenable the unit.

We should probably add the '-s' by the default, since we shipped that in the conf.d for sysvinit.
