/etc/gshadow is owned by filesystem 0.7-5
I think I figured out the problem. gshadow is not in the NoUpgrade list in /etc/pacman.conf
NoUpgrade = etc/passwd etc/group etc/shadow etc/sudoers
I added /etc/gshadow and filesystem updated no problem, Creating a .etc.gshadow.pacnew file. So I guess the bug is in the pacman package and not the filesystem package.
