Description:

I have set up a minimal install with systemd. I have some errors, and I could not find out how to solve them.

This is the output from systemctl --all :

plymouth-quit-wait.service error inactive dead plymouth-quit-wait.service
plymouth-start.service error inactive dead plymouth-start.service
rc-local.service error inactive dead rc-local.service

But, I do'nt haved installe plymouth and when I tryed to disable these service, the response is "Failed to issue method call: No such file or directory". If the files were not present service, and I do not have a Plymouth, why are the services in the wrong?

These are dummy units created by some other unit which has them marked as a dependency. I believe the last of the plymouth stuff should be gone from the base systemd package soon, so these harmless entries should disappear.

Working as intended. There's no bug here.
