There are some packages in [testing] that say they are 4.9 but the libraries have .so.4.8.0. An example is kdepimlibs, I rebuild it locally and then it has the right so-number of .so.4.9.0. There's no need of a rebuild since nothing I'm aware of links to the .so.4.8.0 files.
