ftp doesn't seem to work, and the rsync address is rsync://ftp.neutrinopower.de/archlinux/archlinux/, is this on purpose?

ftp://ftp.neutrinopower.de/archlinux/ doesn't work with passive ftp.

We have tested it again. Passive mode is fine

I might be wrong but are you certain it works with clients outside your local network? It doesn't seem to work for me http://hastebin.com/mokopecuhu.vhdl.

passive mode connections fail here for me as well. Doesn't matter, we shouldn't be accepting new FTP mirrors anyways. Problems like this are only the tip of the iceberg when it comes to FTP.
