Please can you include the *.service files from the redhat directory,

they should go in /usr/lib/systemd/system/ but might need some paths in them amending.

Might be nice to see if the quagga.logrotate file is of use too.

Poorly written service files... these would need to be cleaned up a bit. In all cases:

1) WantedBy=network.target -> WantedBy=multi-user.target
2) Remove syslog.target from After= (this is implicit)
3) Remove EnvironmentFile (adjust ExecStart)
