can't create the pid or socket files since the /var/run symlink

This tmpfiled conf addresses it. Also ideally maybe the systemd service should have User=bitlbee set too by default? Its set for the .socket

This only occurs under systemd... There's a few things that need to be adjusted here, imo:

- add tmpfiles.d fragment to address this (removing the explicit install in the rc.d script)
- use the actual pidfile in the rc.d script
- change /var/run -> /run in ./configure options
