Nope. Not intentional. Tom (intentionally) ripped out some other
things from systemd and in the process, removed sysvcompat from
systemd. I'll add this back, and I might try to make the case to
upstream that this should be folded into another unit file... it
isn't really legacy in the same way that sysv compatability is
legacy. Or, at least, this should still be distributed since its
relied upon by other software, not really just the init system.
