Details

It exists an specific CPU register (MSR) for setting a powersaving/performance feature in recent Intel CPUs and until kernel developers add a /sys knob to change this MSR, the x86_energy_perf_policy tool is needed.

In other distros like Ubuntu, this tool is packaged too:
https://launchpad.net/ubuntu/precise/i386/linux-tools-common/3.2.0-26.41

So I suggest to build this tool in the linux-tools base's PKGBUILD. The path for it in the kernel source is under tools/power/x86/x86_energy_perf_policy.
