hp-setup is unable to find printer due to hp smart install feature
however it is possivble to disable it via

It well be great to support hplip package adding hp-smart-install enable/disable script and update wiki since I found it after 2 hours of searching ;)

That needs to be fied upstream. It's not a packaging issue or simple to solve bug. It may cause side effects. So won't implement.

Feel free to use AUR to do it your own.
