foo-2-1 has a folder foo/ with permissions 555

No other package owns foo/ or has a file in it.

Upgrade from foo-1-1 to foo-2-1:
warning: directory permissions differ on foo/

and we are left with 755 permissions on foo/

Note that permission changes should only occur when one package contains the directory...
