Arch appears to be affected by the same bug as Ubuntu in cups/cups-filters:

I am able to resolve the issue with the following command (as per the Ubuntu bug report):
# lpadmin -p <printer> -o pdftops-renderer-default=pdftops

Our package version already allows it:
- pdftops: Allow selection whether Ghostscript or Poppler is used
at runtime, setting the "pdftops-renderer" option to "gs" or
"pdftops".

So this should already work. You can also rebuild the pkg and switch at compile time to default to pdftops.

No idea if it's possible to use a systemwide configuration file to store such settings.
