can you be more specific on where the dependency is wrong?

Sorry, I relied on the dependency list in the xfce4-power-manager README. I suppose I should have realised it was wrong since it lists HAL as a dependency...

grepping the source shows xfpm uses udisks to spin the disks down. Since I don't do this (hibernate or suspend instead) I didn't notice that it won't work without udisks.

Please close this bug.
