Additional comments about closing:  Open another bug regarding automated emails, but that is a bigger bucket of worms. The integrated rsync checking seems to be working pretty well.

The checking side of this is now in place; but no automated emails or notification is happening yet, so that will have to be a more manual process. A not-yet-advertised URL is in place as well to make it easy to just get info on Tier 1 mirrors:
