Description:

look at https://projects.archlinux.org/svntogit/packages.git/commit/trunk/system.bashrc?h=packages/bash&id=4d3436227396baab50e95160c11ec471c1f1d92b

the new version bash-completion change the path /etc/bash_completion to /usr/share/bash-completion/bash_completion,
so when your bash<4.2.024-2, /etc/bash.bashrc have no change to the new path. the new version bash-completion no effect and no error message.

And? Problems like this aren't seen when you perform full upgrades. We've never supported cherry picking of updates.
