Some of the header files under include/mtd/ are used by both kernel and user-space programs. For example, the header <linux/mtd/mtd.h> includes <mtd/mtd-abi.h>. These header files should therefore be included in the linux-headers package. The missing <mtd/mtd-abi.h> prevents building the out-of-tree Solarflare net driver, which works with a kernel source/build tree and with other distributions' kernel development packages.
