chkdupexe in util-linux 2.21-6 throws erorrs always.

Steps to reproduce:

$P -Q util-linux
util-linux 2.21-6
$P -Ql |grep chkdupexe
util-linux /usr/bin/chkdupexe
util-linux /usr/share/man/man1/chkdupexe.1.gz
$chkdupexe
-bash: /usr/bin/chkdupexe: @PERL@: bad interpreter: No such file or directory

Broken in upstream commit 2897f50a, fixed in 6500ec90.

I find the error occasionally, actually I don't use the exe, even know what it is for..

I guess this tool will no longer be (that) relevant once we finish merging /bin, /sbin, /usr/sbin into /usr/bin, so I intend tonot enable it once it is off by default. Any objections?

With 2.21.2 on the horizon, I vote to just remove this util with the imminent release.

If the upstream doesn't build it, seems no reason to reserve it.

otherwise, seems it remain the value of it as a tool..
It still can tell me that qt3 and qt4 has dup exes, after I fixed the wrong substition. (easy fix _~ @PERL@ to /usr/bin/perl)

/usr/bin/lrelease - qt4
/opt/qt/bin/lrelease - qt3..

As this is currently broken, and will be gone for good in the next major release I'll remove it from the next minor release.
