Description:

Most of the files in usr/share/doc/d and usr/include/d are installed with executable bit set which is not good and a potential security risk. It looks like these permissions come directly from libphobos-2.058-1-x86_64.pkg.tar (PKGBUILD moves them into place via cp -p). The upstream package seems fine in terms of permissions so something must be going wrong when preparing the split package.

Confirmed for libphobos-2.058-1-x86_64.pkg.tar.

The problem is actually the zip nature of the source. I will fix.
